Our Westside page follows the City of LA's West Los Angeles planning area. It includes Palms-Mar Vista-Del Rey, Brentwood-Pacific Palisades, West Los Angeles, Westchester-Playa del Rey, Venice, Bel Air-Beverly Crest and Westwood. Santa Monica, Culver City and Beverly Hills are separate cities and are not counted. For rules that cover every part of the city, see our Los Angeles area guide.

Two very different fire pictures

The Westside splits into canyon areas and flat areas. We placed every reroof permit address on CAL FIRE's 2025 recommended local fire hazard map. Across the whole Westside, about 26% of permits were in a Very High zone. The split by plan area is stark:

Plan areaReroof permits, 2021 to Oct. 2026Share in a Very High zone
Palms-Mar Vista-Del Rey2,2790%
Brentwood-Pacific Palisades1,78885%
West Los Angeles1,6420%
Westchester-Playa del Rey1,5620%
Venice1,1090%
Bel Air-Beverly Crest988100%
Westwood5619%

These shares are our own calculation from public map data. Confirm any one address with the state map viewer. Homes in Very High zones face the Class A and ember rules in our wildfire roofing guide. Fire zone status can also affect home insurance. See insurance in fire zones.

Permit counts over time

Permits were counted from the city's open data when the work description included "reroof," "re-roof" or "re roof." The Westside total is 9,929:

  • 2021: 1,037
  • 2022: 1,298
  • 2023: 1,914
  • 2024: 2,167
  • 2025: 1,797
  • 2026 to October 31: 1,716

About 80% were for 1 or 2 family homes. The citywide share was about 82%. The ZIPs with the most permits were 90066 (1,339), 90045 (1,200), 90049 (1,042), 90291 (931), 90064 (898) and 90272 (807). These are issued permits, not completed jobs.

After the Palisades fire

Pacific Palisades (90272) is in this area. Its reroof count was 191 in 2024, 144 in 2025 and 124 through October 2026. Homes that burned are rebuilt under building permits for a new house, which our reroof filter does not catch. The county's recovery site lists recovery.lacity.gov as the City of LA's own rebuild resource. A rebuilt roof still has to meet current building and fire codes.

Housing age by ZIP

From Census survey data (ACS 2024 5-year):

  • 90066 (Mar Vista, Del Rey): median built 1967; 72% before 1980.
  • 90045 (Westchester): median 1960; 63% before 1980.
  • 90049 (Brentwood): median 1968; 69% before 1980.
  • 90291 (Venice): median 1959; 26% built 1939 or earlier.
  • 90064 (West LA): median 1964; 20% built 1939 or earlier.
  • 90272 (Pacific Palisades): median 1967; 80% owner-occupied.

Mostly climate zone 6

About two-thirds of Westside permits were in ZIPs the Energy Commission lists as Building Climate Zone 6. Those include 90066, 90045, 90049, 90291 and 90272. Zone 6 is not on the state's steep-slope cool roof list, which covers Zones 4 and 8 through 15. Low-slope reroofs in Zone 6 are covered. Some inland ZIPs differ. The list puts 90064, 90024, 90077 and 90210 in Zone 9, and 90034 and 90230 in Zone 8.

The state rule is only part of it. The City of LA has its own cool roof rule for reroofs that replace more than half the roof. Our cool roofs guide has the values.

One historic district

The city's HPOZ list includes the Gregory Ain Mar Vista Tract. Its screening form treats "Roof Repair/Reroof" as a project type, so check with City Planning before a reroof there.
